TEMPORARY STANDING ORDER REGARDING CORONA VIRUS
DISEASE (COVID-19) MITIGATION AND FULTON MUNICIPAL COURT
IN ARANSAS COUNTY (Order No. 01 – March 20, 2020)

Due to coronavirus disease (COVID-19), the Fulton Municipal Court in Aransas County issued
the following order based on the Office of Court Administration’s “Updated Guidance #1 on Court
Procedures for the 2019 Novel Coronavirus (COVID-19).” All phone calls will be answered during
each court’s normal business hours. All filings will continue to be accepted via e-mail and fax until
normal court operations resume. This order is issued to protect the community, limit exposure, and
provide for an efficient judicial system.

Proclamation Concerning COVID-19 – March 24, 2020

WHEREAS, beginning in December 2019, a novel coronavirus, now designated SARS-CoV2 which causes the disease COVID-19, has spread through the world and has now been declared a global pandemic by the World Health Organization; and

WHEREAS, symptoms of COVID-19 include fever, coughing, and shortness of breath. In some cases, the virus has caused death; and

WHEREAS, extraordinary measures must be taken to contain COVID-19 and prevent its spread throughout the Town and community, including asking the residents and community guests from clustering and if needed additionally, potentially requiring individuals, groups of individuals, or property to undergo additional measures that prevent or control the spread of disease; and

WHEREAS, the new Futon Convention Center, and Fulton Navigation Park will be closed to public gathering.

WHEREAS, declaring a state of disaster will facilitate and expedite the deployment of resources to enhance preparedness and response from State Agency (DSHS, TDEM); and

WHEREAS, as of today, March 24, 2019 the Town of Fulton and surrounding communities have ZERO confirmation from the Texas Department of Emergency Management that we have resident with COVID-1; and

WHEREAS, the local restaurants are closed for dine-in, and bars are closed by order of the Governor of Texas; and

WHEREAS, the Mayor of the Town of Fulton, Texas has determined that extraordinary precautions must be taken to protect residents, visitors and businesses of the spread of COVID-19; and

WHEREAS, the Mayor is authorized as the representative of the local governing body to declare a local disaster pursuant to Texas Government Code, Section 418.108;

NOW, THEREFORE, BE IT PROCLAIMED BY THE MAYOR OF THE TOWN OF FULTON, TEXAS:

  1. That a local state of disaster for the public health emergency is declared for the Town of Fulton, Texas
  2. That the Town of Fulton Emergency Management Plan has been implemented.
  3. That this state of disaster shall continue until April 14, 2020, unless the same is continued by consent of the Town Council Fulton, Texas.
  4. That this proclamation shall take effect immediately from and after its issuance.
  5. Section 418.173 Punishment of Offense: may prescribe a punishment for the offense but may not prescribed a fine that exceeds $1000 or confinement in jail for a term that exceeds 180 days.

FIRST EMERGENCY ORDER REGARDING
THE COVID-19 STATE OF DISASTER

ORDERED that:

  1. Governor Abbott has declared a state of disaster in all 254 counties in the State of Texas in response to the imminent threat of the COVID-19 pandemic. This order is issued pursuant to Section 22.0035(b) of the Texas Government Code.
  2. Subject only to constitutional limitations, all courts in Texas may in any case, civil or criminal—and must to avoid risk to court staff, parties, attorneys, jurors, and the public—without a participant’s consent:
    1. Modify or suspend any and all deadlines and procedures, whether prescribed by statute, rule, or order, for a stated period ending no later than 30 days after the Governor’s state of disaster has been lifted;
    2. Allow or require anyone involved in any hearing, deposition, or other proceeding of any kind—including but not limited to a party, attorney, witness, or court reporter, but not including a juror—to participate remotely, such as by teleconferencing, videoconferencing, or other means;

WHEREAS, the Mayor is authorized as the representative of the local governing body to declare a local disaster pursuant to Texas Government Code, Section 418.108;

NOW, THEREFORE, BE IT PROCLAIMED BY THE MAYOR OF THE TOWN OF FULTON, TEXAS:

We just wanted to report to  you that we will have a contractor reading meters for us in Rockport and Fulton.

They will be in a rental with no identifiable information.

The vehicle will be a while Ford Escape with Georgia plates.

License plate # RRD-6571.

  • They will be driving really slow through the neighborhoods.
  • They may work really late and/or in the very early morning hours.

Just wanted to make you aware in the event dispatch receives any calls about this vehicle.

They have been given gate codes to access gated communities.

FOR 2019-20 FISCAL YEAR

 Monday, September 9, 2019

 The Town of Fulton will hold a PUBLIC HEARING in the Town of Fulton Council Chambers located at 201 North 7th Street, Fulton, Texas, to discuss the FY 2019-20 budget proposed for adoption by the governing body of the Town of Fulton.

This budget will raise more total property taxes than last year’s budget by $25,046 or 5.17%, and of that amount, $10,812 is tax revenue to be raised from new property added to the tax roll this year.

The Town of Fulton encourages citizens to participate and make their views known at this Public Hearing.  The facility and parking spaces where this meeting is to be held are handicap accessible.
